Behind the Scenes of the Newberg-Dundee Police Department - with Police Chief Jeff Kosmicki
In a time of unprecedented challenges, from a global pandemic to national protests and local debates about policing, leadership in law enforcement has never been more complex. On this episode of The Giving Town Podcast, I had the opportunity to speak with Chief Jeff Kosmicki of the Newberg-Dundee Police Department.
Kosmicki stepped into the role during a turbulent year and has since navigated the department through shiting expectations, public scrutiny, and the urgent need for community connection.
Policing in a Time of Crisis and Protest
As the COVID-19 pandemic swept through, the police department adjusted to new public health rules, changing how officers interacted with the community daily. Then came the nationwide protests following the murder of George Floyd, which brought a wave of calls for reform and accountability.
In Newberg, the first large protest march saw nearly a thousand community members gather. Instead of shutting down dialogue, Chief Kosmicki made outreach and listening a priority, meeting with residents to clarify the department’s values and hear concerns.
Balancing Enforcement with Compassion
One clear message from the conversation was the emphasis on reasonableness and discretion in policing. Officers are encouraged to assess situations carefully, often de-escalating rather than escalating encounters. This approach shapes how officers handle everything from traffic stops to alls involving addiction and mental health.
Kosmicki emphasized that policing is not about strict enforcement for its own sake, but about making judgements that protect the community while treating people fairly.
The Realities of Drug Decriminalization
The impact of Oregon’s Measure 110, which decriminalized possession of small amounts of drugs, was a significant topic. While intended to reduce incarceration and focus on treatment, the chief explained that it has led to more visible drug use and challenges for law enforcement, including increased crime and a rise in transient populations.
He noted that previously, drug courts offered a structured path for those struggling with addiction, something that Measure 110 inadvertently diminished by removing legal consequences that encouraged participation in recovery programs.
Mental Health and Public Safety
The discussion also touched on the complex role police play in responding to mental health crises. While there’s growing advocacy for mental health professionals to take the lead on such calls, Kosmicki explained that many situations involve risks, such as violence or weapons, which require trained officers to ensure safety.
The department has invested in Crisis Intervention Training to better prepare officers for these sensitive calls and works to collaborate with social services wherever possible.
Technology and Transparency
Adopting new tools like body cameras and drones has helped the department increase transparency and improve safety. Body cameras provide crucial evidence in complaint investigations, while drones offer safer ways to handle high-risk situations without putting officers or the public in harm’s way.
A Leader Focused on Service and Community
Kosmicki’s approach to leadership is grounded in humility and service. He opts for practicality over prestige, driving a high-mileage vehicle so that resources can go to frontline officers. His reflections reveal a commitment to supporting his team and fostering trust with residents.
